Passport and customs control
Crossing the frontier of Ukraine by citizens of Ukraine,
foreign citizens and individuals without citizenship is executed through
border crossing points where one can cross the frontier of Ukraine
having documents which stipulate the rights to leave or enter the
country. At a border crossing point citizens of Ukraine, foreign
citizens, individuals without citizenship, and vehicles, cargos and
miscelianeous property, which belong to them, are liable to frontier and
customs control, and in some cases, to sanitization and quarantine,
veterinarian and ecological controls, phytosanitization, and control
over the outflow of national cultural valuables from Ukraine.
ATTENTION! Citizens of Ukraine, foreign citizens,
individuals without citizenship are liable to criminal, administrative
or another responsibility, stipulated by the act of Ukraine, for
violation or attempt to cross frontier of Ukraine illegally, frontier
regulations or regulations at border crossing points: for illegal
relocation or attempt of illegal relocation of cargos, materials and
other objects; for other cases stipulated by the act about the frontier
of Ukraine.
RIGHTS AND OBLIGATIONS OF THE STATE FRONTIER AUTHORITY OF
UKRAINE
State Frontier Authority officers are obliged to check
documents which state the right to leave or enter the country, to make
corresponding notes and in some cases stipulated by Ukrainian laws to
detain and withdraw the documents. Frontiers' obligations include the
right to find out reasons for entering the country and going abroad.
Individuals who gave false information about themselves and aim of the
trip deliberately while obtaining documents which allow to cross the
frontier and those who violate a law of Ukraine are banned to enter the
territory of Ukraine. The citizens who do not have the documents giving
them the right to cross the frontier of Ukraine will not be let enter
the territory of Ukraine by State Frontier Authority officers.
REPONSIBILITY FOR FRONTIER REGIM VIOLATION The foreign
citizens and individuals without citizenship can be deported from
Ukraine and be banned to enter the country during 5 years if they
violate law or their actions pose a threat for safety of Ukraine or
public order. If a foreign citizen or a person without citizenship is
deported from Ukraine a visa put in a passport is nullified immediately
and documents which give the right to stay on the territory of Ukraine
are withdrawn. In cases, when foreign citizens or individuals without
citizenship violate, try to violate or cross the frontier of Ukraine
illegally, deportation is executed by the State Frontier Authority
officials, in other cases it is done by the officials of the Ministry of
Internal Affairs. Individuals who are detained within the boundaries of
the controlled frontier regions and are accused of breaking the entry
prohibition, violating the rales of transit passing, including staying
in Ukraine by forged documents are kept in points of temporary residence
for a period (not more than 6 months) necessary to prepare them for
deporting from Ukraine in a compulsory way. A foreign citizen or a
person without citizenship is given a period of up to 30 days to leave
Ukraine after the above mentioned decision has been made.
IMMIGRATION CARD OF FOREIGN CITIZEN
Immigration card is an official state document, which
secures legacy of a foreign citizen's residence on the territory of
Ukraine. Registration of foreign citizens on the territory of Ukraine is
confirmed by dated mark "Entry" ("Exit") put in an immigration card by
the State Frontier Authority of Ukraine. Registration mark is valid on
the whole territory of Ukraine. For registration at a border crossing
point a foreign citizen should present passport or another
identification document and a filled immigration card. A foreign citizen
who gave inadequate information about personal details and an aim of a
trip while obtaining visa or filling in an immigration card will not be
allowed to enter Ukraine. The foreign persons, which was not performed
18 years are free from registration of their passport documents. The
Foreign people from countries with visa rather arrivals arrive in
Ukraine for a period of actions of the visa, but for 6 months no more
than, but people from countries with rather arrivals without visas - not
more than 90 days. The Extension of the periods of stay in Ukraine is
realized organ of the internal deals. The Organs of the internal deals
also realize the primary registration (on length 30 days following date
of the arrival) non-residents Ukraines, arrived for constant residence,
for the reason education, job placement, occupations business or
religious activity, as well as refugee and other category. In the event
of loss on territory of Ukraine of the national passport foreign person
must immediately notify the taking side and organ of the internal deals,
where You can get about this reference. An arrival in this case is
realized on national passport, which is possible to get in consular
department corresponding country in the Ukraine. The foreign person,
which at reception of the visa or when filling the immigration card has
given about itself or about purposes of its trip unauthentic
information, can be refused in arrival to Ukraine. The decision on gap
of the people through the state border take the officers of the State
Frontier Authority of Ukraine.
If You have lost your immigration card, without fall report on this
organ of the internal deals, otherwise You will consider the violator of
the order to registrations and in dependencies from that, when You its
have lost and have reported about this, You will must to pay the fine.
VISA MODE IN TERRITORY OF UKRAINE
On the territory of Ukraine visas are drawn up by
consular units of the Ministry of Foreign Affairs of Ukraine. The
Representative Office of the Ministry of Foreign Affairs in Donetsk
informs that on the 1st of September 2005 non-vise regime to enter
Ukraine is established for the citizens of EU countries, Switzerland,
Liechtenstein, Japan, Canada, the USA, in case the term of the staining
does not exceed 90 days.
The citizens of Turkey are able to get visa on the 14 day term in the
Consular department of the Representative Office of the Ministry of
Foreign Affairs in Donetsk in the international airport "Donetsk".
Transit passing is staying in Ukraine during the period of time fixed in
a ticket. In the case of a ticket absence the period is calculated as
time necessary for passing the territory of Ukraine by definite means of
transport. In all the cases the period of transit should not exceed 3
days. Foreign citizens living in Ukraine during a period of more than 6
months as well as citizens who intend to study and work in Ukraine by
contract are liable to register their passports in authorities of the
Ministry of Internal Affairs. Only foreign citizens under 18 years old
are exempted from registration. Registration of foreign citizens, who
are entering Ukraine, and their passport documents is fulfiled by
officials of the State Frontier Authority of Ukraine only at border
crossing points. Non-visa regime of entrance to Ukraine does not concern
the citizens of European Union countries, Switzerland & Liechtenstein
entering Ukraine for employment, constant residing, reunion with family,
study, work in diplomatic and consular offices in Ukraine, with other
in case of staying in Ukraine more than 90 days.
CUSTOMS CONTROL OF UKRAINEE
All commodities, objects and transport vehicles moved
through the border of Ukraine are exposed to the customs control.
Customs' employees within the limits of the plenary power have a right
to apply the forced measures to the violators of the customs regime on
the territory of Ukraine.
Declaring is a statement about exact information about commodities and
transport vehicles, about the purpose of their transporting through the
border of Ukraine, and also information necessary for realization of
customs control and registration. Declaring can be in a written and
verbal form, or the way by realization of actions - is choice of
corridor: green or red.
Verbal declaring stipulates the grant by a citizen of all necessary
data, concerning the quantity, quality and cost of the objects moved
through the border of Ukraine verbally. Written declaring is filling in
customs declaration. The customs regime is considered a temporary import
(export), in accordance with which commodities can be brought in on the
territory of Ukraine or be taken out from Ukraine under the obligation
about the obligatory return of these commodities without any changes,
except for a natural wear or loss at the normal terms of transporting.
AT WILL DECLARING VERBALLY:
• Commodities, brought in to Ukraine in the accompanied luggage
by any types of transport, sent in unattended luggage or by
international postal mails, to a total value of not more than 1000 euro
and gross weight of not more than 100 kg, is a subject to obligatory
written declaration.
• Commodities, sent in postal, freight and express transport, to a total
value of not more than a 1000 euro and by gross weight of not more than
100 kg, are also obliged to be declared in written. These commodities
are assessed by an import customs duty in size stated by United customs
tariff of the Ukraine, by the value-added tax and, in cases set by law,
by the excise and other duties.
WRITTEN DECLARATION IN OBLIGATORY ORDER:
• Commodities, brought in to Ukraine in the accompanied luggage
by any types of transport, sent in unattended luggage or by
international postal mails, to a total value of more than 1000 euro and
gross weight of more than 100 kg, is a subject to obligatory written
declaration.
• Commodities, sent in postal, freight and express transport, to a total
value of more than a 1000 euro and by gross weight of more than 100 kg,
are also obliged to be declared in written. These commodities are
assessed by an import customs duty in size stated by United customs
tariff of the Ukraine of a customs cost, by the value-added tax and, in
cases set by law, by the excise and other duties.
Cultural values are forbidden to be transported by international postal
mails. The decision of customs police in regard of prohibition to
transport separate types of commodities through the border of Ukraine
can be contested in a court. Taking in, out and sending medicines by
citizens through the border of Ukraine is possible in a quantity of not
more than 5 packages of the same name or in a quantity necessary to one
patient according to the prescription of a doctor except for lrug and
psych facilities, or their analogues which are a subject to a special
control.
Individuals, who take (send) out commodities or objects from Ukraine, do
not refer to the payers of tax on an additional cost and payers of
excise duties.
ARE FREE FROM TAXATION AND AT WILL PEOPLE DEKLARING IS
VERBALLY:
• commodities to a total value of not more than 200 euro;;
• objects taken out in connection with departure from Ukraine abroad on
permanent place of residence;
• objects, which are part of inheritance registered in Ukraine in favor
of a citizen non-resident;
• commodities temporally taken in/out under the obligation about their
return;
• objects got by citizens non - residents as prizes and rewards for
participation in competitions and contests on the territory of Ukraine;
• property, articles of personal use, including articles of first need,
acquired in Ukraine by citizens non - residents and taken out in
connection with final departure;
• commodities, acquired by citizens non - residents in Ukraine, the cost
of which is not more than the sum brought in to Ukraine;
• commodities, taken out by citizens non - residents in connection with
final departure from Ukraine abroad, in a sum, not exceeding 80% of the
profit got during the time of work or study inUkraine.
IT IS PERMITTED!!
To bring in food stuffs to Ukraine for own consumption in
a total sum not more than 50 euro per a person, but not more than one
package of every name, without package - not more than 2 kg of every
name, and also products ready to the direct use, not more than one unit
of every name. Food stuffs are declared verbally or in writing at the
request of their proprietor or on call of a customs official. Alcohol
drinks - 2 litres of wine and 1 litre of hard alcoholic spirits, beer -
5 litres. Tobacco wares - 200 cigarettes (50 cigars or 250 grammes of
tobacco) or set of such wares by gross weight not more than 250 grammes.
Alcohol drinks and tobacco wares are released from taxation under
condition that they are brought in by citizensattaming 18-years-old age,
move in the accompanied luggage or carry-on baggage of citizens, and are
not released from taxation, if time of your absence in Ukraine is less
than 24 hours. Personal things directly brought in by citizens in the
accompanied luggage, or sent in unattended luggage by any types of
transport, are declared verbally oi in writing and are not liable to
taxes. WEAPONS Fire - arms with cartridges, except weapons of army
standards, cold steel and pneumatic weapons are transported through the
state boundary of Ukraine by the citizens on the basis of permission of
Ministry of Internal Affairs of Ukraine, State Administration of
Ministry of Internal Affairs and Administration of Ministry of Internal
Affairs of Ukraine. Foreign citizens are permitted to do it only on the
basis of permission of Ministry of Internal Affairs of Ukraine.
CULTURAL VALUESS
Transportation, temporal transportation, and also
transportation by sending of cultural values is permitted, if the
certificate on a right for transportation (temporal transportation) of
cultural values from the territory of Ukraine is available. It is not
permitted to take out from Ukraine the cultural values, listed in the
State Register of national culture inheritance, and also cultural
values, included in the list of National Archive Fund and Museum Fund of
Ukraine. Certificates are not registered on zoological collections,
transportation of which into Ukraine, sending and transportation from
Ukraine is carried out in accordance with the rules set by Ministry of
Ecology and Natural Resources. Souvenir wares, articles of cultural and
domestic destiny, of serial and mass production, are taken out on the
certificate valid within 6 months from the date of its registration. An
owner shows cultural values and certificates (and at the request of art
critic and/or customs official their list and pictures) at the departure
from Ukraine to art critics (in case of their presence) and customs
officials, and at sending -to people of entrepreneurial activity,
providing services in sending by the international sending (including
postal).
